23 अप्रैल 2020 द्वारा वित्तीय वर्ष 2020 21 हेतु शासनादेशों के क्रम में अनुदान संख्या 71 के अंतर्गत 163 करोड़ की प्रावधान इस धनराशि में से प्रथम किस्त 27 करोड़ 16 लाख एवं द्वितीय किस्त 27 करोड़ 16 लाख तृतीय किस्त 27 करोड़ 16 लाख एवं चौथी किस्त 27000 सोलह लाख की वित्तीय स्वीकृति प्रदान की गई थी। जिसे जनपदों को पत्रांक द्वारा आवंटित किया जा चुका है। अब शासन द्वारा 14 दिसंबर 2020 पंचम किस्त की वित्तीय स्वीकृति शिक्षा निदेशक बेसिक उत्तर प्रदेश के विवर्तन पर रखते हुए जारी की गई है। उक्त व्यक्ति स्वीकृत का आवंटन संलग्न ग्रिड रिपोर्ट के अनुसार नीचे अंकित नियम शर्तों के अधीन किया जाता है।
1. उक्त स्वीकृत धनराशि का प्रत्येक माह की आवश्यकता अनुसार आहरण किया जाएगा तथा आवंटित धनराशि का उपभोग प्रमाण पत्र तथा समय संपूर्ण विवरण निदेशालय को बंद कराया जाएगा।
2. सहायक अनुदान के संबंध में वित्तीय नियम संग्रह खंड भाग खंड 5 भाग 1 के अध्याय 16 में दिए गए सामान्य नियमों तथा समय-समय पर इस संबंध में जारी आदेशों तथा राज परियोजना आयोग ने नियोजन विभाग के परिपत्र संख्या के साथ अनुपात सुनिश्चित किया जाएगा।
3. उक्त धनराशि पीएलए बैंक खाते में नहीं रखी जाएगी।
4. आवंटित धनराशि का प्रत्येक माह की आवश्यकता अनुसार हरण करके निदेशालय द्वारा नियुक्त कार्यरत शिक्षा मित्रों के मानदेय का भुगतान नियम अनुसार किया जाएगा।
5. वित्तीय व्यवस्था का अनुपालन सुनिश्चित करने का समस्त उत्तरदायित्व आपका होगा।
6. किसी भी अनियमितता के लिए आप स्वयं उत्तरदाई होंगे।
7.पिछला आवंटन वित्तीय वर्ष 2020-21 में आवंटित पांचो किस्तों की धनराशि का उपयोगिता प्रमाण पत्र निर्धारित प्रारूप पर उपलब्ध कराए जाने पर ही आवंटित की जाएगी।
8.उक्त आवंटन के बाद शिक्षा निदेशालय द्वारा नियुक्त शिक्षामित्रों के 11 माह के मानदेय भुगतान के लिए आवश्यक धनराशि पश्चात धनराशि से बच रही हो तो बच रही धनराशि को समर्पित करें तथा यदि धनराशि कम पड़ रही है तो उसकी मांग तत्काल कर ले मानदेय के भुगतान के आंगन में एवं समय से आवश्यक धनराशि की मांग एवं समर्पण नहीं किए जाने के लिए आप स्वयं उत्तरदाई होंगे।

Allocation of funds for the financial year 2020-21 for honorarium payment of Shiksha Mitras

Provision of 163 crores under grant number 71 in order of mandates for the financial year 2020 21 by 23 April 2020 Out of this amount, first installment 27 crore 16 lakh and second installment 27 crore 16 lakh third installment 27 crore 16 lakh and fourth installment 27000 sixteen Financial approval of Rs. Which has been allocated to the districts by letters. Now the government has issued the financial approval for the fifth installment of December 14, 2020, keeping the Education Director Basic Uttar Pradesh on the diversion. The allocation of the said person is made according to the attached grid report subject to the terms and conditions mentioned below.
1. The said approved amount will be withdrawn every month as per the requirement and the consumption certificate and time details of the allotted amount will be closed to the Directorate.
2. General rules given in Chapter 16 of Financial Rules Collection Section Part 5 Part 1 in relation to subsidy grants and orders issued in this regard from time to time and the Raj Project Commission shall ensure the ratio with the circular number of the Planning Department. .
3. The said amount will not be kept in PLA bank account.
4. Withdrawal of the allotted amount as per the requirement of each month, the honorarium of working friends appointed by the Directorate will be paid as per rules.
5. You will have all the responsibility to ensure compliance with the financial system.
6. You will be responsible for any irregularities.
7. The last allocation will be allocated only after the utilization certificate of the five installments allocated in the financial year 2020-21 is provided on the prescribed format.
8. After the allotment, if the funds required for the payment of honorarium for 11 months of honorarium to the teachers appointed by the Directorate of Education are being saved, then surrender the remaining amount and if the amount is falling short then demand the payment of honorarium immediately. You will be responsible for demanding and not surrendering the required funds in the courtyard and on time.
