उत्तर प्रदेश सरकार की तरफ से कहा गया कि S.C.S. सूचना के नवनीत सहगल ने बताया कि" आज माननीय उच्च न्यायालय के आदेश के क्रम में उत्तर प्रदेश सरकार के प्रवक्ता ने अवगत कराया है कि प्रदेश में कोरोना के मामले बढ़े है, और सख्ती कोरोना के नियंत्रण के लिए आवश्यक है। सरकार ने कई कदम उठाए हैं, आगे भी सख्त कदम उठाए जा रहे हैं। जीवन बचाने के साथ गरीबों की आजीविका भी बचानी है। अतः शहरों मे सम्पूर्ण लॉकडाउन अभी नहीं लगेगा।" लोग स्वतः स्फूर्ति से भाव से कई जगह बंदी कर रहे हैं।
अतः उत्तर प्रदेश सरकार ने उत्तर प्रदेश के पांच शहरों में लॉकडाउन लगाने से मना कर दिया है। सरकार की ओर से बताया गया है कि "लॉकडाउन लगाने से गरीबों पर मार पड़ती है"। उच्च न्यायालय ने कोरोना के बढ़ते मामलों को देखते हुए सोमवार की सुबह सरकार को उत्तर प्रदेश के पांच शहरों प्रयागराज, लखनऊ, , कानपुर और वाराणसी में 26 अप्रैल तक के लिए लॉकडाउन लगाने का ऑर्डर दिया था।
