उत्तर प्रदेश के उपमुख्यमंत्री डॉ0 दिनेश शर्मा ने बताया कि शिक्षा में तकनीक के प्रयोग को बढ़ावा देने के लिए उच्च शिक्षा विभाग ने प्रदेश के ग्रामीण क्षेत्रों में ई-लर्निंग पार्क विकसित किये जाने का निर्णय लिया है। प्रदेश के अनेक राजकीय महाविद्यालय पिछड़े क्षेत्रों में है, जहाँ पर इस आधुनिक तकनीकी की अत्यंत कमी महसूस की जाती है। विशेषकर पिछडे़ क्षेत्र के निर्धन, वंचित छात्र/छात्राओं को शिक्षण कार्य से जुड़ी सभी आवश्यक सुविधाएं उपलब्ध कराने के लिए उत्तर प्रदेश सरकार कृतसंकल्प है। डिजिटल गैप को समाप्त करने के लिए शिक्षण संस्थानांे की कमियों को दूर करते हुए प्रणाली विकसित करने के लिए प्रभावी सरकार द्वार कदम उठाये जा रहे हैं।
श्रीमती मोनिका एस0गर्ग, अपर मुख्य सचिव, उच्च शिक्षा ने बताया कि कोविड-19 महामारी के दौरान छात्रों के भविष्य को ध्यान में रखते हुए उच्च शिक्षण संस्थानों में ऑन-लाइन पठन-पाठन का कार्य प्रारम्भ किया गया और लॉकडाउन के प्रथम दो चरणों में ही 15000 शिक्षकों द्वारा nine लाख छात्र-छात्राओं को आनलाइन उच्च शिक्षा उपलब्ध करायी गयी। इस दौरान यह अनुभव किया गया कि प्रदेश के ग्रामीण अंचल में निर्बाध इंटरनेट की सुविधा उपलब्ध नहीं है। इससे प्रदेश के ग्रामीण एवं पिछड़े क्षेत्र के छात्र-छात्राओं को कतिपय असुविधा का सामना करना पड़ा। प्रदेश में सबसे बड़ी चुनौती समता, समानता एवं समावेशन की है। केवल 25 प्रतिशत छात्रों के पास ही स्मार्टफोन, लैपटाप और इंटरनेट की सुविधा उपलब्ध है। इस डिजिटल डिवाइडध्गैप (डिजिटल अन्तर) को कम करने के लिए और प्रदेश के तहसीलध्ब्लाक स्तर पर संचालित one hundred twenty राजकीय महाविद्यालयों के छात्रों को ध्यान में रखते हुये ई-लर्निंग पार्क विकसित करने की योजना विभाग द्वारा बनायी गयी है। ऐसे पार्क राजकीय महाविद्यालयों में स्थापित किये जायेगें, जहाँ कम्प्यूटर, इंटरनेट कनेक्शन, वाई-फाई की सुविधा उपलब्ध रहेगी। साथ ही उत्तर प्रदेश उच्च शिक्षा डिजिटल लाइब्रेरी की सुविधा भी उपलबध रहेगी।
छात्रों के पास इन्टरनेट की अबाध निरंतर उपलब्धता न होने के परिप्रेक्ष्य में उच्च शिक्षा विभाग द्वारा डिजिटल लाईब्रेरी का सृजन किया गया है। वर्तमान में डिजिटल-लाईब्रेरी में 134 विषयों के seventy one हजार से अधिक ई-कन्टेन्ट उपलब्ध हैं जिन्हें 23 विश्वविद्यालयों एवं अनेक महाविद्यालयों के शिक्षकों द्वारा तैयार किया गया है। यह पाठ्य सामग्री छात्रों को निःशुल्क उपलब्ध है। कोई भी छात्र अपनी सुविधानुसार अपने घर पर इसका उपयोग कर सकता है। छात्र किसी भी कालेज में पढ़ता हो, उस विषय के प्रदेश के सर्वोत्तम शिक्षक के नोट्स एवं लेक्चर्स आज इस लाइब्रेरी के माध्यम से उपलब्ध हैं, जिन्हें वह रीवीजन एवं रिफरेंसिंग के लिए इस्तेमाल कर सकता है।
इससे ग्रामीण पृष्ठभूमि के छात्रों को आनलाइन शिक्षण सामग्री ई-कन्टेन्ट, डिजिटल लाईब्रेरी के उपयोग आदि अनेक उपयोगी एवं आधुनिक सुविधाएं प्रदान कर उनका बहुमुखी विकास किया जा सकता है। इस दिशा में ई-लर्निंग पार्क की सुविधा लाभप्रद होगी, जिससे न केवल शैक्षणिक गतिविधियों को बढ़ावा मिलेगा, बल्कि इन दूरस्थ ग्रामीण एवं पिछड़े क्षेत्रों में विभिन्न सरकारी योजनाओं का प्रचार प्रसार भी होगा, जिससे जन जागरूकता के साथ-साथ इनके क्रियान्वयन में आसानी होगी एवं राष्ट्रीय शिक्षा नीति के सुचारू रूप से क्रियान्वित किया जा सकेगा।

Deputy Chief Minister of Uttar Pradesh, Dr. Dinesh Sharma said that to promote the use of technology in education, the Higher Education Department has decided to develop e-learning parks in rural areas of the state. Many state colleges in the state are in backward areas, where a lot of lack of this modern technology is felt. The Government of Uttar Pradesh is committed to provide all necessary facilities related to teaching work especially to the poor, deprived students of backward area. Steps are being taken by effective government to develop a system to remove the gaps in the educational institutions to eliminate the digital gap.
Mrs. Monica S. Garg, Additional Chief Secretary, Higher Education, informed that during the Kovid-19 epidemic, on-line reading was started in higher educational institutions keeping in mind the future of the students and only in the first two phases of lockdown Online education was provided to nine lakh students by 15000 teachers. During this time it was realized that uninterrupted internet facility is not available in rural areas of the state. Due to this, students of rural and backward areas of the state had to face some inconvenience. The biggest challenge in the state is equality, equality and inclusion. Only 25 percent students have access to smartphones, laptops and internet. In order to reduce this digital divide (digital gap) and to develop an e-learning park, a plan has been made by the department to keep in mind the students of one hundred twenty state colleges operating at the Tehsildhblak level of the state. Such parks will be set up in government colleges, where computer, internet connection, Wi-Fi facilities will be available. Besides, facility of Uttar Pradesh Higher Education Digital Library will also be available.
The Department of Higher Education has created a digital library in the context of non-continuous availability of Internet with students. At present, more than seventy one thousand e-content of 134 subjects are available in digital library which has been prepared by the teachers of 23 universities and many colleges. This course material is available free of cost to the students. Any student can use it at their convenience at their home. A student studying in any college, the state's best teacher's notes and lectures on that subject are available today through this library, which he can use for revision and referencing.
With this, students of rural backgrounds can be developed versatile by providing many useful and modern facilities like online teaching material, e-content, use of digital library etc. In this direction, the facility of e-learning park will be beneficial, which will not only encourage educational activities, but will also promote publicity of various government schemes in these remote rural and backward areas, which will facilitate public awareness as well as their implementation. And the National Education Policy can be implemented smoothly.
