उत्तर प्रदेश के बेसिक शिक्षा विभाग तक अब स्क्रीनिंग की छाया पहुंच गई है बेसिक शिक्षा विभाग में 50 वर्ष की आयु पूरी कर चुके शिक्षक एवं शिक्षणेत्तर कर्मचारी इनकी सूची बनाने के निर्देश दिए जा चुके हैं जिनकी पिछले 10 वर्षों के कार्यों की गोपनीय आख्या मांगी गई है।
खंड शिक्षा अधिकारी के माध्यम से बनाई जाने वाली यह आख्या इस बात का आधार होगी कि संबंधित शिक्षक कर्मचारी से आने वाले समय में सेवाएं ली जाए अन्यथा नहीं।
जो कि वर्तमान में सरकार तेजतर्रार युवा और कर्मठ कर्मचारियों को ही व रीता दे रही है, ढीले सुस्त बहाने बाज कर्मचारियों को सेवा से हटाने की कवायद शुरू की जा चुकी है। विभिन्न चरणों में विभिन्न सरकारी विभागों की स्क्रीनिंग की गई थी।
बेसिक शिक्षा सचिव की ओर से जारी किए गए पत्र 15 दिसंबर तक ऐसे शिक्षकों की सूची बनाने के निर्देश दिए गए हैं। सूची को चार सदस्य स्क्रीनिंग टीम के समक्ष रखा जाएगा।
क्या है स्क्रीनिंग के नियम -
बेसिक शिक्षा सचिव के पत्र में वित्तीय हस्त पुस्तिका खंड 2 भाग 2 से 4 में प्रकाशित मूल नियम 56 में दी गई व्यवस्था का उल्लेख करते हुए कहा कि नियुक्ति प्राधिकारी किसी भी समय किसी भी सरकारी सेवक को(चाहे वह स्थाई हो या अस्थाई) नोटिस देकर बिना कोई कारण बताए उसके 50 वर्ष की आयु वर्ष की आयु प्राप्त कर लेने के बाद सेवानिवृत्त हो जाने की अपेक्षा कर सकता है, पात्रता पर खरा नहीं उतरने वालों को 3 माह का अग्रिम नोटिस देकर अनिवार्य सेवानिवृत्ति जाएगी।
