ऑफलाइन अवकाश स्वीकृत किया तो होगी एफoआईoआरo देखे बीएसए का आदेश
मानव संपदा पोर्टल पर अवकाश स्वीकृत एवं पोर्टल पर सर्विस हिस्ट्री पूर्ण करने के संबंध में जिला बेसिक शिक्षा अधिकारी महोदय बुलंदशहर द्वारा अधोलिखित आदेश जारी किए गए।
दिनांक 10 मार्च 2021 को जारी किए इस पत्र में बीएसए महोदय द्वारा महा निदेशक स्कूल शिक्षा उत्तर प्रदेश लखनऊ की अध्यक्षता में वीडियो कांफ्रेंस के माध्यम से विभागीय कार्यों की समीक्षा में दिए गए निर्देशों के क्रम में मानव संपदा पोर्टल पर अवकाश स्वीकृत एवं पोर्टल पर सर्विस हिस्ट्री पूर्ण करने के संबंध में निम्नलिखित निर्देशित किया गया जो समस्त खंड शिक्षा अधिकारियों के लिए है।
1.
किसी भी अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/ शिक्षा मित्र का अवकाश ऑफलाइन स्वीकृत नहीं किया जाएगा। यदि ऑफलाइन अवकाश स्वीकृत किए जाने का मामला संज्ञान में आता है तो संबंधित के विरुद्ध प्राथमिकी दर्ज की जाएगी।
2.
अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/ शिक्षामित्रों के चार आकस्मिक अवकाश स्वीकृत करने का अधिकार प्रधानाध्यापक में निहित है।
3.
अवकाश उपभोग के उपरांत ऑनलाइन जोइनिंग करना अनिवार्य है।
4.
किसीभी अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/ शिक्षा मित्र द्वारा खंड शिक्षा अधिकारी अथवा अधोहस्ताक्षरी के मानव संपदा आईडी पर सीधे स्वीकृति हेतु अवकाश प्रेषित नहीं किया जाएगा।
प्रधानाध्यापक के माध्यम से ही ऑनलाइन अवकाश खंड शिक्षा अधिकारी जिला बेसिक शिक्षा अधिकारी को प्रेषित किए जाएंगे।
5.
चिकित्सा अवकाश के आवेदन पत्र में यदि सक्षम अधिकारी चिकित्सक का प्रमाण पत्र/ प्रमाणिक लगा है तो संबंधित अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी का वेतन नहीं रोका जाएगा।
चिकित्सा अवकाश उपभोग के उपरांत जॉइनिंग के समय चिकित्सक का प्रमाण पत्र अवश्य देखना है।
उसके उपरांत ही जॉइनिंग स्वीकार की जाए।
6.
सभी अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/ शिक्षा मित्र के सेवा संबंधी समस्त प्रविष्टि ( यथा - निलंबन,बहाली, चेतावनी प्रतिकूल, प्रविष्टि, स्थानांतरण, चयन वेतनमान आदि) अतिशीघ्र पूर्ण करना सुनिश्चित करें।
7.
सभीअध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/ शिक्षा मित्र का लीव बैलेंस नियुक्त से अद्यतन दिनांक तक अपडेट करना सुनिश्चित करें।
8.
मानव संपदा पोर्टल पर प्रत्येक विद्यालय के प्रधानाध्यापक को 9c प्रपत्र भरना अनिवार्य है।
9.
पेरोल मॉड्यूल पर सभी अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/शिक्षा मित्र के अभिलेख अपलोड करने हैं।
हाईस्कूल एवं इंटरमीडिएट के अभिलेख अपलोड न कराने की दशा में संबंधित अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/ शिक्षा मित्र का वेतन अवरुद्ध कर दिया जाए।
चतुर्थ श्रेणी कर्मचारी जिसकी योग्यता हाई स्कूल से कम है। उन पर यह आदेश लागू नहीं होगा।
जनपद के समस्त अध्यापक/ अध्यापिका/ चतुर्थ श्रेणी कर्मचारी/ अनुदेशक/ शिक्षा मित्र जिनके मूल अभिलेख/ शैक्षिक अभिलेख एसआईटी जांच के दायरे में होने के कारण अपलोड नहीं हो पा रहे हैं। उनके वेतन आहरण पर रोक न लगाई जाए।
तत्काल प्रभाव से उक्त निर्देशों का अनुपालन कराना सुनिश्चित करें।

If the offline holiday is approved, then the FIR will be seen by the BSA order.
In respect of sanctioning leave on the Human Estate Portal and completing the service history on the portal, the following orders were issued by District Basic Education Officer, Bulandshahr.
In this letter issued on 10 March 2021, in the order of instructions given by BSA sir in the review of departmental works through video conference under the chairmanship of General Director School Education Uttar Pradesh Lucknow, leave on human property portal approved and service history on portal With regard to completion the following was directed which is for all the section Education Officers.
1.
Leave of any teacher / teacher / class IV employee / instructor / education friend will not be approved offline. If the matter of sanctioning offline leave comes to the notice then an FIR will be lodged against the concerned.
2.
The authority to accept four casual leave of teacher / teacher / class IV employee / instructor / instructor is vested in the Principal.
3.
Online joining is mandatory after leisure consumption.
4.
No teacher / teacher / class IV employee / instructor / Shiksha Mitra will leave any leave for direct approval on the Human Property ID of the Block Education Officer or the undersigned.
The online leave section will be sent to the Education Officer, District Basic Education Officer only through the headmaster.
5.
If the competent officer's medical certificate / certificate is found in the medical leave application, then the salary of the concerned teacher / teacher / class IV employee will not be withheld.
After joining the medical leave, the doctor's certificate must be seen at the time of joining.
Only after that joining should be accepted.
6.
Ensure completion of all entry related service (such as suspension, reinstatement, warning adverse, entry, transfer, selection pay scale etc.) of all teachers / teachers / Class IV employees / instructors / Shiksha Mitras at the earliest.
7.
Be sure to update the leave balance of all the teachers / teachers / class IV employees / instructors / Shiksha Mitras by the appointed date.
8.
It is mandatory for every school headmaster to fill the 9c form on the Human Property Portal.
9.
Records of all teachers / teachers / class IV employees / instructors / Shiksha Mitras are to be uploaded on the payroll module.
In case of non-uploading of records of high school and intermediate, the salary of the concerned teacher / teacher / class IV employee / instructor / Shiksha Mitra should be blocked.
Class IV employee whose qualification is less than high school. This order will not apply to them.
All the teachers / teachers / class IV employees / instructors / education friends of the district whose original records / educational records are not being uploaded due to the scope of SIT investigation. Their salary withdrawal should not be banned.
Ensure compliance of the above instructions with immediate effect.
